As a result of no Chairman appointed the Chairman position will be assumed by Jay Thomas. Commodity Flow Study Update: Roadway Data (See Page 3). Emergency Operation Plan Update Committee Much of the EOP has been reviewed and updated, however there are outstanding annexes that need to be reviewed by subject matter experts in each field. PRESENTATIONS/ANNOUNCEMENTS: Cybersecurity & Infrastructure Security Agency (CISA) Chemlock Program Scott Catalano and Jeremy McMurry Chemical Security Inspectors Any organization that would like to make a presentation. __________________________________________________________________________________________ NEW BUISNESS: Entertain nominations for replacement Vice Chairman. On October 23rd to 25th, the OEM Director and Deputy Director attended the 2023 West Virginia Emergency Management Conference. During the conference, valuable insights were gained on various topics, including updates on the LEPC Grant Process, important developments in Flood Plain Management, and comprehensive training on utilizing the new WebEOC tool for incident tracking and resource requests. On December 5, 2023, a team, including the Wetzel County OEM Director, Sheriff, Director of Wetzel County Ambulance Authority, President of Wetzel County Fire Association, and Lauttamus Communications, presented a plan to upgrade all radios in Wetzel County to a new high band simulcast system. The proposed system, demonstrating improved radio communications through propagation studies. On December 19, 2023, the Commission granted approval for the acquisition of the new radio system. The procurement process for the required equipment is now in progress, managed by Lauttamus Communications and Aviat Networks. Aviat Networks and Premier Construction representatives spent two days doing sight assessments of the existing tower sites at Duffy, Barker, Hundred and 5-Points. Results indicate that the Duffy tower is outdated and will not be adequate to support the new equipment. As a result, Wetzel County OEM Director contacted American Tower who has a tower directly across from the Ohio Bridge. Equipment specifications have been sent to them and we are awaiting pricing to lease space on their tower which is more robust and has line-of-sight to the 911 Center and Barker Tower. Wetzel County Emergency Management has purchased a portable UTAC Repeater System to supplement the UTAC Repeater that is already installed in our Communications Truck. TRAINING/EXERCISES: On 11/28/23 CISA facilitated a tabletop exercise for Wetzel County Ambulance Authority and Wetzel County OEM/911. The exercise was to test our current communication capabilities and provide recommendations and feedback on communication gaps. Paden City Elementary School Active Shooter Exercise update: Planning continues, and a tabletop exercise is scheduled for 02/15/24. This will happen prior to the full-scale exercise scheduled for March 1, 2024. AGENCY REPORTS: Are there any Agencies who would like to make any reports to the Committee?
