| Comments | The Board shall be chaired by the Governor or his designee. The Board shall consist of additional 13 members:
-Residents of the state as recommended by the WV Chamber of Commerce, the WV Manufacturers' ASsociation, the WV Coal Association, The United Mine Workers Association, the WV Environmental Council, the AFL-CIO
-The Secretary of the DEP or his designee
-The Sec. of the dept. of Commerce or his designee
-One member of the Senate appointed by the President
-One member of the House of Delegates appointed by the Speaker
