FunctionResearch and analyze the feasibility of converting ethane to ethylene in this State; Research and analyze methods to process, store and transport ethylene to chemical, manufacturing, and other industrial centers in this State; Identify potential companies that specialize in constructing and operating thermal or steam crackers and develop strategies on how to attract such companies to this State; Identify companies willing to invest capital and other resources into our natural gas industry, new ethane to ethylene conversion facilities, and the revitalization of the chemical and manufacturing industries in this State and develop strategies on how to recruit such companies to West Virginia; Research potential uses of ethylene, ethane and other natural gas byproducts in this State for chemical, manufacturing, and other industrial sectors; Locate and analyze existing infrastructure in this State, including pipelines, storage facilities, and other facilities that could be upgraded or converted to accommodate manuracturing processes involving ethylene, ethane and other natural gas byproducts; Research ways to attract and develop companies that rely on ethylene as a cornerstone of their business; Formulate a comprehensive West Virginia Marcellus to Manufacturing Action Plan addressing the aformentioned items; and All such other general powers deemed necessary and proper to assist the Task Force in carrying out its particular duties under this Executive Order.
