Notice of Request for Proposal (RFP)

Disaster Recovery National Dislocated Worker Grants, to address the Opioid Crisis in West Virginia

WorkForce West Virginia (WorkForce), a division of the West Virginia Department of Commerce, announces the availability of U.S. Department of Labor National Dislocated Worker Grant (NDWG) funds for the purpose of developing and delivering an initiative to provide disaster-relief jobs and employment services to eligible individuals impacted the health and economic effects of widespread opioid use, addiction and overdose.

WorkForce is seeking Project Operator(s) to oversee this initiative by providing eligible participants with, disaster-relief employment in positions aimed at alleviating employment needs created by the opioid crisis in the affected areas of Region 1 - Counties of Fayette, Greenbrier, McDowell, Mercer, Monroe, Nicholas, Pocahontas, Summers, Webster and Wyoming; Region 2 - Counties of Boone, Cabell, Lincoln, Logan, Mingo, Putnam, and Wayne; Region 5 - Counties of Brooke, Hancock, Marshall, Ohio, Tyler and Wetzel.

The Project Operator will provide eligible participants with disaster-relief employment in positions addressing the opioid crisis, such as responders to deliver humanitarian assistance to the opioid-impacted homeless population and peer recovery coaches to help affected individuals navigate the path to recovery. The Project Operator will provide eligible individuals: with training in healthcare professions related to mental health, addiction, treatment, prevention and pain management; with career counselors to match folks impacted by the opioid crisis with work-based learning opportunities, supported employment, full-time employment, supportive services, and training in demand occupations.

A public meeting to discuss the Request for Proposal (RFP) process is scheduled for September 5, 2019, from 1:00 PM to 4:00 PM at WorkForce West Virginias Central Office, located at 1900 Kanawha Blvd. East, Bldg. 3 Suite 300, Charleston, WV 25305. Attendance is required at this bidders conference in order to submit a proposal.

If inclement weather strikes, alternative date would be on September 6, 2019, from 1:00 PM to 4:00 PM.
