| Purpose: The WVRC shall conduct an emergency meeting to address the unexpected cancellation of racing at Charles Town Racetrack due to unsafe track surface conditions caused by the placement of materials on the track containing rocks or stones. This cancellation and the unsafe track conditions pose an imminent substantial harm to the public constituents of the Racing Commission that ply their racing trades and patronize the track; and the cancellation of racing poses an imminent threat of material financial loss to the public constituents. |
