A. Involving staff in early stages of project planning and development

B. Refocusing on projects that improve efficiencies at the county level

C. Emergency Grant awards criteria

D. Reinstating project award schedule to provide construction cost savings

E. Creating consistent procedures regarding supplemental grant awards

F. Consistently applying current policies

G Reviewing the local funding requirement practice

H. Design and project delivery modifications (look at cost-to benefits)

I. QZAB Allocations (2014 Needs Projects)

J. Improving project selection process

II. School Construction Financing

A. Reducing project cost - design and construction savings first

B. Discussions regarding use of county board carryover balances

C. Local levy capital improvement financing

D. Possible public/private partnerships (West Virginia Code revision required)

E. Revising funding source for agency operating expenses to School Construction Fund Account and using debt service reserve interest earnings available for school projects (will require WV Code revisions)
