Jobs West Virginia Subsidized Employment Program

The State of West Virginia, WorkForce West Virginia (WFWV), is seeking proposals from public or private non-profit organizations with a goal of providing eligible individuals with the necessary resources to develop work related skills through a work experience program. The States economic well-being will be developed and sustained with a highly skilled workforce with the skills needed to both obtain and retain employment.

To address low labor participation rates for citizens classified as hard to service to include those in recovery, incarcerated, or individuals and families impacted by drug/opioid use, WFWV is implementing the Jobs West Virginia Program. The program will provide an entirely subsidized work experience in the public, private, or non-profit sectors designed to enable individuals to establish positive work histories, demonstrate work success in an employee-employer relationship, and develop vital skills that lead to unsubsidized long-term employment.

WorkForce West Virginia, as the administrator of these funds, is seeking program proposals that depict how the Operator will work with the business community to identify work experience opportunities, convey program details and manage employer reimbursement.

A public meeting to discuss the Request for Proposal (RFP) process is scheduled for October 31, 2019, from 1:00 PM to 4:00 PM at WorkForce West Virginias Central Office, located at 1900 Kanawha Blvd. East, Bldg. 3 Suite 300, Charleston, WV 25305. Attendance is required at this bidders conference in order to submit a proposal.

If inclement weather strikes, alternative date would be on November 1, 2019, from 1:00 PM to 4:00 PM.
