PURPOSE: To consider and act upon all matters that may properly come before a meeting of the Parkways Authority Board. These matters may include discussion of and possible Board action on the following: Approval of the minutes of the February 7, 2019 Board Meeting; Semi-Annual Investment Report for period ending December 31, 2018 prepared by BB&T Scott & Stringfellow; To discuss and perhaps decide by appropriate vote of the members, certain open issues with regard to the Easement and Agreement and Crossing Permit drafts that have been prepared and circulated to Kanawha County Regional Development Authority (KCRDA). These documents pertain to the extension of a public water line to serve the Rest Area at Mile Post 69, the Section 3 Maintenance Facility, and the Morton Travel Plaza and other local residents with a potable water source all of which was previously approved by vote of the members, in concept. The issues include but are not limited to which party absorbs the cost of relocation of the water line in the event the right-of-way in which its placed is required for future additional roadway purposes as well as the issue of the insurance to be required from the project owner (KCRDA). The Authority reserves the right to go into Executive Session for discussion purposes; Approval to award Contracts PM-19 (pavement marking) and 2A-19 (asphalt mill and inlay on high priority areas on the Turnpike); Other items which may become apparent or need attention and may be added to the business agenda of the meeting; attention is called to the fact that the agenda of the meeting will be available three days in advance by calling 304-926-1900 or at the website www.wvturnpike.com; items of business may be added to the agenda up to 48 hours prior to the date of the meeting.
